Why not just a go-pro? They're designed to be weatherproof

granted you get that fish-eye camera and they are 4k (I think) so that takes up a lot of storage. Maybe they have a 720p mode?

There are defiinitely cameras under $100 if you're not looking for cinematography and fine detail.
